The member representing Ezeagu Constituency in the Enugu State House of Assembly, Rt. Hon. Barr. Chima Obieze, has withdrawn his proposed Crowd Control and Public Safety Bill following public criticism and concerns raised by residents, civil society organisations and other stakeholders.
The lawmaker announced the withdrawal on October 8, 2026, explaining that the decision would create room for wider consultations, public enlightenment and a better understanding of the objectives of the proposed legislation.
Obieze maintained that the bill was conceived in good faith to protect lives and prevent avoidable deaths during large public gatherings. However, he acknowledged the importance of ensuring that residents understand the purpose and implications of any proposed law before it advances.
In his statement, the lawmaker emphasised that legislation must serve the interests of the people and that public feedback should inform the legislative process. He also indicated that he would formally communicate the withdrawal to the Speaker of the Enugu State House of Assembly. <Cite refs={[“turn313281news0″,”turn313281news3”]}/>
Why the Bill Generated Public Debate
The proposed legislation sought to establish safety requirements for large gatherings, including concerts, religious programmes, carnivals, political events and charitable distributions.
Its stated objective was to reduce the risk of stampedes and other emergencies through better crowd management, adequate security arrangements, first-aid services, fire safety equipment and clearly designated emergency exits.
However, the proposal attracted criticism over concerns that some of its provisions could place restrictions on citizens’ constitutional rights to peaceful assembly and association.
Reports on the proposed legislation indicated that gatherings involving more than 100 people could fall within its regulatory framework, with penalties proposed for certain violations. Critics argued that such requirements could affect ordinary activities, including weddings, funerals, religious programmes and community meetings.
The Forum of Former Members of the Enugu State House of Assembly was among the groups that called for the bill’s withdrawal, citing concerns about its potential implications for fundamental freedoms. <Cite refs={[“turn313281search6″,”turn313281search7”]}/>
Lawmaker Explains the Safety Objective
Defending the intention behind the proposal, Obieze cited previous fatal stampedes in different parts of Nigeria, including incidents in Okija, Anambra State; Ibadan, Oyo State; and Maitama, Abuja, in December 2024.
He argued that proper planning, effective crowd management, emergency medical preparedness and adequate entry and exit routes could help prevent similar tragedies.
The lawmaker stressed that the proposal was not intended to prohibit lawful public gatherings or impose unnecessary burdens on residents, but to encourage organisers to adopt appropriate safety measures.
He thanked individuals and organisations that contributed to the debate, acknowledging that both support and criticism were part of the democratic process.
What Happens Next?
The withdrawal creates an opportunity for further engagement among lawmakers, residents, civil society organisations, event organisers and other relevant stakeholders on how best to improve public safety without undermining constitutionally protected freedoms.
Any future legislative proposal on the subject would benefit from clear definitions, transparent procedures, proportionate requirements and meaningful public participation.
The development also highlights the importance of consultation in lawmaking, particularly where proposed regulations may affect everyday social, religious, cultural and political activities.
As discussions continue, the central challenge for policymakers will be to develop practical measures that protect lives at crowded events while respecting citizens’ rights to peaceful assembly and association.
