ENUGU, NIGERIA — The Executive Vice Chairman and Chief Executive Officer of the Nigerian Communications Commission (NCC), Dr. Aminu Maida, has commended the Enugu State Governor, Dr. Peter Mbah, for his administration’s strategic investments in Smart Green Schools, digital capacity development and technology-driven infrastructure, describing them as critical foundations for building an economy prepared for the future.

Maida gave the commendation during the signing of a strategic 15-year lease agreement between the NCC and the Enugu State Government for the commission’s Digital Industrial Park and Learning Centre in Enugu. Under the arrangement, the facilities are to be optimised as the Enugu Talent City and Artificial Intelligence (AI) Institute, strengthening the state’s emerging digital economy ecosystem.

Building Human Capital for a Digital Economy:

The NCC CEO said Governor Mbah’s approach demonstrates a clear understanding that sustainable economic development goes beyond physical infrastructure to include the development of people, skills, innovation and enterprise.

According to Maida, the governor’s investments in education, infrastructure, innovation and digital capacity position Enugu to become a leading destination for digital services, artificial intelligence, startup incubation, research, outsourcing and other technology-enabled businesses.

He particularly highlighted the significance of the administration’s Smart Green Schools initiative, noting that technology-enabled classrooms, digital learning facilities, robotics and artificial intelligence laboratories reflect the changing demands of the modern economy.

The NCC boss stressed that preparing young people for the future must begin early, as education and skills development are essential to improving productivity, expanding economic opportunities and enabling individuals and businesses to create greater value.

Smart Green Schools as Economic Infrastructure:

For Enugu Media Village, the significance of the Smart Green Schools initiative extends beyond education. The programme represents a long-term investment in the human capital required to power Governor Mbah’s ambition of transforming Enugu’s economy from its estimated $4.4 billion baseline to $30 billion within eight years.

The state’s education reform includes 260 Smart Green Schools designed with digitally connected classrooms, ICT facilities, robotics and AI laboratories, e-libraries and experiential learning spaces. The initiative is also designed to develop 21st-century skills that can feed into sectors such as ICT, agriculture, energy, commerce, creative industries, tourism and other areas of economic growth.

This approach positions education not merely as a social service but as a strategic economic asset—creating a pipeline of young people equipped to participate in an increasingly technology-driven global economy.

Enugu Talent City and AI Institute to Deepen Digital Opportunities:

The partnership between the NCC and Enugu State adds another layer to the administration’s digital transformation strategy.

The leased Digital Industrial Park and Learning Centre are expected to serve as platforms for digital skills acquisition, entrepreneurship, startup development, research and technology-enabled enterprise. The facilities are also intended to help young people transform ideas into viable businesses while connecting local enterprises to opportunities beyond Enugu and Nigeria.

The development is particularly significant as artificial intelligence, automation and other emerging technologies continue to reshape industries and redefine the skills required in the labour market.

Governor Mbah has similarly emphasised the importance of ensuring that Enugu’s young people are positioned to participate in the AI-driven global economy, noting that artificial intelligence could contribute significantly to global economic output by 2030.

Supporting the $30 Billion Economic Vision:

Governor Mbah’s $30 billion economic agenda is built around transforming Enugu into a more productive, investment-friendly and innovation-driven economy. The administration has identified education, digital transformation, infrastructure, entrepreneurship and human capital development as important components of that broader economic transformation strategy.

The NCC’s endorsement therefore provides an important external validation of the administration’s emphasis on preparing citizens for the emerging economy.

Rather than viewing technology as an isolated sector, the strategy places digital capacity at the centre of education, enterprise creation, job generation and investment attraction. This creates the possibility of developing a workforce capable of supporting both local businesses and globally competitive technology-enabled industries.

From Infrastructure to People:

Maida’s remarks also underscore a central principle of the emerging Enugu development model: infrastructure must ultimately translate into human capacity, productivity and economic opportunity.

As the NCC CEO observed, digital facilities become most valuable when they are used to develop people, ideas and enterprises. The planned Enugu Talent City and AI Institute, alongside the Smart Green Schools, can therefore form part of an integrated pipeline—from foundational digital education to advanced skills, entrepreneurship, innovation and commercial enterprise.

For Enugu’s $30 billion ambition to become sustainable, the development of this human-capital pipeline will be as important as roads, power, healthcare, aviation and other physical infrastructure.

A Future-Focused Enugu:

The convergence of Smart Green Schools, digital skills development and the new Enugu Talent City and AI Institute signals an increasingly deliberate effort to prepare the state for a technology-led future.

With the NCC partnership providing additional institutional support and Governor Mbah’s administration continuing to prioritise education, innovation and economic transformation, Enugu is positioning its young population not only as beneficiaries of development but as potential drivers of the state’s next phase of growth.

For Enugu Media Village, the message is clear: the road to a $30 billion economy is not only being built through physical infrastructure; it is also being built in classrooms, laboratories, digital centres and through the skills of the next generation of Enugu entrepreneurs, innovators and professionals.
