Enugu Media Village (EMV), the Most Updated Online News Platform — 27 October 2026.

THE COMMISSIONER of Police in Enugu State, CP Mamman Bitrus Giwa, has warned senior and supervisory police officers against extortion, unprofessional conduct and the degrading treatment of citizens, calling for stronger supervision and strict adherence to established professional standards.

The commissioner issued the directives on Wednesday, October 21, 2026, during an emergency conference with senior officers at the Senior Police Officers’ Mess, Agbani Road, Enugu. The meeting followed directives from the Inspector-General of Police, IGP Olatunji Rilwan Disu, at a virtual strategic conference held on October 20.

According to a report by the News Agency of Nigeria (NAN), published by Gazette Nigeria, CP Giwa stressed that officers must treat citizens with respect and perform their duties in accordance with the law.

Zero Tolerance for Extortion and Unprofessional Conduct

CP Giwa charged senior officers to take responsibility for the conduct of personnel under their supervision, warning that officers found engaging in misconduct would face appropriate consequences.

The directive places emphasis on accountability within the police command, particularly the responsibility of supervisors to monitor the conduct of officers serving in their respective formations and operational units.

For residents, the message reinforces the expectation that police officers should carry out their duties without demanding unofficial payments, intimidating citizens or subjecting members of the public to degrading treatment.

Professional policing requires lawful conduct, respect for human dignity and impartial enforcement of the law. Effective supervision is therefore important in identifying misconduct, responding to complaints and ensuring that disciplinary measures are applied where violations are established.

Stronger Security Ahead of the 2027 Elections

The commissioner also directed officers to strengthen security management for political and election-related activities ahead of the 2027 general elections.

The directive follows the police leadership’s emphasis on professionalism, effective operational planning, compliance with Force policies and the protection of citizens during political activities.

As political engagements increase, security agencies are expected to provide appropriate protection for lawful gatherings, maintain public order and respond to threats without discrimination against individuals or groups based on political affiliation.

The responsibility also requires adequate intelligence gathering, coordination among police formations and effective deployment of personnel to prevent violence and other security breaches.

Public Trust and Police Accountability

Public confidence in law enforcement depends not only on the prevention and investigation of crime but also on how officers treat the people they serve.

Reports of extortion, intimidation or unlawful treatment can undermine citizens’ willingness to cooperate with security agencies. Conversely, professional conduct, transparency and effective complaint-handling mechanisms can strengthen cooperation between communities and the police.

The latest directive places responsibility on police supervisors to ensure that the expected standards are reflected in officers’ daily interactions with residents.

For Ndi Enugu, the important measure will be whether these instructions lead to consistent improvements in police conduct, accountability and the handling of complaints across the state.

The Way Forward

The Enugu State Police Command’s warning provides an opportunity to reinforce public expectations of lawful and accountable policing.

Residents should be able to seek police assistance, report crimes and participate in lawful civic activities without fear of extortion, degrading treatment or political intimidation.

The effectiveness of the directive will ultimately depend on sustained supervision, transparent investigation of credible complaints and appropriate action against proven misconduct.

As Enugu prepares for the 2027 general elections, professional policing and respect for citizens’ rights remain essential to public safety, peaceful political participation and confidence in law-enforcement institutions.
