Six-to-Ten-Year Framework Targets Digital Learning, Improved Teaching Standards and Better Educational Outcomes.

ENUGU STATE  has unveiled a new education policy designed to guide the development of its education sector over the next six to ten years, with emphasis on digital learning, teacher development, improved educational standards and stronger learning outcomes.

Governor Peter Ndubuisi Mbah unveiled the policy at the 2026 Enugu Education Summit held at the International Conference Centre, Enugu, on October 7, 2026. The summit, themed “Transforming Education for the Future: Leadership, Innovation, Partnership, Financing and Sustainable Reform,” brought together education stakeholders, development partners and representatives of international organisations.

The policy is intended to provide a long-term framework for educational planning, investment and implementation, linking school infrastructure with the quality of teaching and the skills students need to participate meaningfully in a changing economy.

Smart Schools and Digital Learning at the Centre

A key component of the state’s education strategy is the development of Smart Green Schools, which are designed to incorporate digital learning resources, experiential education and practical skills development into the learning process.

At the summit, the governor cited investments in 268 Smart Green Schools and more than 7,000 classrooms equipped with modern learning tools as part of the administration’s education programme.

The approach seeks to move learning beyond the traditional classroom model by exposing pupils to technology, creativity, problem-solving and practical experiences that can help prepare them for further education and future employment.

If effectively implemented, digital learning can also expand access to educational resources and help students develop competencies in science, technology and other fields relevant to the modern workplace.

Teacher Development Remains Essential

While modern facilities and digital equipment are important, the effectiveness of any education reform ultimately depends on the teachers who deliver instruction.

The education policy therefore places teacher development among the priorities for strengthening teaching quality and improving classroom outcomes.

At the summit, UNESCO highlighted the state’s education investments and its plan to recruit more than 6,000 teachers. The organisation also underscored the significance of digitally enabled schools and learning approaches that prepare children for a changing world.

Teacher recruitment, professional development, classroom support and effective deployment will be important in ensuring that new facilities translate into meaningful learning experiences for pupils.

A Long-Term Plan for Sustainable Educational Reform

The policy aligns with the Enugu State Education Sector Plan 2026–2035, developed with support from UNICEF and other education partners. The sector plan provides a ten-year direction for addressing issues including access to education, inclusion, teaching quality, infrastructure, governance, financing and institutional management.

The longer-term framework is intended to promote continuity in education planning and provide a basis for monitoring progress beyond individual projects or annual budget cycles.

Governor Mbah also stated at the summit that his administration had allocated 33 per cent of the state’s annual budget to education for three consecutive years, presenting the investment as part of its broader strategy for improving the sector.

What the Policy Means for Parents, Teachers and Students

For parents, the key expectation is that education reforms will translate into accessible schools, improved teaching and measurable progress in children’s learning.

For teachers, successful implementation should provide opportunities for professional development, stronger instructional support and the skills required to work effectively with modern teaching resources.

For students, the intended benefits include stronger foundational learning, digital literacy, creativity, practical problem-solving and preparation for higher education and employment.

However, the real impact of the policy will depend on consistent funding, transparent implementation, adequate staffing, maintenance of school facilities and regular assessment of students’ performance.

Measuring Progress Beyond Announcements

As the policy moves forward, Ndi Enugu and other education stakeholders will need clear information on implementation milestones, teacher recruitment and training, school readiness, access to digital resources and improvements in literacy, numeracy and other learning outcomes.

Regular reporting and public accountability will help establish whether the long-term objectives are being translated into tangible benefits across communities and schools.

The central challenge is to ensure that the investments in infrastructure, technology and human capacity work together to improve the quality of education available to every child in Enugu State.
