ENUGU State Governor, Dr. Peter Ndubuisi Mbah, has nominated Barrister Richard Agu, Chairman of the Board of Enugu Air, as the Commissioner-designate for the Enugu State Ministry of Transport.

The nomination was announced by the Secretary to the State Government (SSG), Professor Chidiebere Onyia, in a statement issued on Wednesday, October 7, 2026. According to the announcement, Agu’s name has been forwarded to the Enugu State House of Assembly for screening and confirmation in accordance with the law.

Agu’s nomination marks a transition from his role as chairman of the state-owned Enugu Air to a proposed position in the state’s transport administration. His appointment is expected to be formalised following the legislative screening and confirmation process.

Agu’s Nomination and the Legislative Process

The nomination places the Enugu State House of Assembly at the centre of the next stage of the appointment process. Lawmakers are expected to screen the nominee and determine whether to confirm him in line with the applicable constitutional and legislative requirements.

Until confirmation, Agu should be described as the Commissioner-designate, rather than the substantive Commissioner for Transport.

The process provides an opportunity for lawmakers to examine his qualifications, professional experience and capacity to oversee the ministry, which plays a significant role in transportation planning, mobility management and the implementation of government transport policies.

Expectations for the Transport Sector

The Ministry of Transport is central to the movement of people and goods, the coordination of transport services and the development of policies that support economic activities across Enugu State.

As Agu awaits confirmation, public attention is likely to focus on the policy direction of the ministry, particularly in areas such as public transportation, road safety coordination, commuter welfare, transport regulation and the efficiency of services.

Stakeholders will also expect effective coordination among relevant transport agencies, operators and other government institutions to improve service delivery and ensure that transportation policies respond to the needs of residents, businesses and commuters.

Accountability and Public Expectations

The nomination offers an opportunity to reinforce transparent appointments and performance-based public administration. The screening process should provide room for meaningful scrutiny of the nominee’s experience, priorities and proposed approach to addressing challenges in the state’s transport sector.

If confirmed, Agu will be expected to translate government policies into measurable improvements, maintain accountability in the ministry and ensure that public resources allocated to transport programmes deliver tangible benefits.

EMV notes that appointments to strategic government positions should be accompanied by clear performance expectations, public accountability and regular assessment of results. The ultimate measure of leadership in the transport sector will be its contribution to safer mobility, efficient services, economic development and improved quality of life for residents.
