Enugu Media Village (EMV), the Most Updated Online News Platform — October 28, 2026.

THE FEDERAL Government and the Nigeria Labour Congress (NLC) have reached an agreement on several measures aimed at addressing workers’ welfare concerns, including a ₦70,000 monthly transport intervention, payment of outstanding allowances and renewed negotiations on the national minimum wage.

The resolutions emerged from a conciliation meeting held on Tuesday, October 27, 2026, at the Federal Ministry of Labour and Employment in Abuja, following concerns raised by organised labour over the rising cost of living, workers’ remuneration and the implementation of previous agreements.

According to reports, the agreement outlines measures covering transport support, allowance arrears, health workers’ remuneration, agricultural officers’ hazard allowances, tax relief and further salary negotiations.

Full List of Agreements Reached:

1. ₦70,000 Monthly Transport Intervention

The Federal Government agreed to provide workers with a monthly transport intervention of ₦70,000 for six months, beginning in November 2026. The measure is intended to cushion the impact of rising transportation and living costs.

2. Payment of Outstanding Allowance Arrears

The government approved the payment of peculiar allowance arrears with effect from May 1, 2026. Disbursement is expected to begin in November 2026 and will be spread across three equal monthly instalments.

3. Fresh National Minimum Wage Negotiations

Both parties agreed to constitute the Minimum Wage Negotiation Committee and commence work immediately. However, they did not reach agreement on the effective date for implementing the new minimum wage arrangement, leaving the matter open for further negotiations.

4. Outstanding Health Workers’ Allowances

The government agreed to settle outstanding allowances owed to health workers within three months, beginning in December 2026. Vanguard reported that the agreement covers 19 months of arrears. The exact coverage should be confirmed against the signed memorandum of understanding, as other reports have cited different figures.

5. Proposed Tax Relief for Workers

The demand for tax relief was referred for consideration by the NLC’s National Executive Council, with the meeting noting that taxation is governed by statutory provisions.

6. Hazard Allowance for Agricultural Officers

The Federal Ministry of Agriculture and Food Security has submitted the list of proposed beneficiaries and the associated cost estimates for verification by the National Salaries, Incomes and Wages Commission.

The verification exercise is expected to be completed within two weeks, after which implementation guidelines will be issued.

7. Review of the Consolidated Health Salary Structure (CONHESS)

The relevant government authority is expected to update the cost implications of the proposed CONHESS adjustment within three weeks. The assessment will enable the Presidential Committee on Salaries to consider the matter and determine the next steps.

8. Call for State and Local Government Participation

The Federal Government and the NLC urged state and local governments to participate in the relevant interventions and implement applicable agreements to improve workers’ welfare.

9. Review Meeting After One Month

Both parties agreed to reconvene after one month to assess progress in implementing the resolutions and address outstanding issues.

What the Agreement Means for Nigerian Workers

The agreement provides a framework for addressing some of the financial pressures facing workers, particularly transportation costs and unpaid entitlements. However, the actual impact will depend on timely implementation, clear eligibility guidelines and effective monitoring of the commitments.

For workers and pensioners, it is important to distinguish between approved measures, scheduled payments and funds actually received. The transport intervention is scheduled to begin in November, while allowance arrears have separate payment timelines.

The unresolved question surrounding the effective date of the new minimum wage also means that further negotiations will be necessary before that issue is settled.

As implementation proceeds, workers and their unions will be watching closely to determine whether the agreed timelines are met and whether the measures translate into meaningful improvements in household welfare.
