Palm Production, Flour Milling, Livestock Development, Aviation and Cargo Infrastructure Feature in Mbah Administration’s Economic Diversification Agenda.
Enugu Media Village (EMV), the Most Updated Online News Platform — October 31, 2026.
THE ENUGU STATE Government is advancing its economic diversification and industrial development agenda through strategic investments and partnerships across agriculture, manufacturing, livestock production, aviation and logistics infrastructure.
The initiatives, highlighted in Governor Peter Ndubuisi Mbah’s recent administration performance report, reflect efforts to reactivate dormant economic assets, strengthen local production capacity, attract private-sector investment and create new employment opportunities.
The administration’s approach places emphasis on moving beyond the production of raw agricultural materials towards processing, manufacturing, value addition and the development of integrated economic infrastructure.
UNITED PALM PRODUCTS RESUMES COMMERCIAL PRODUCTION
One of the major developments is the revitalisation of Enugu United Palm Products Limited (UPPL), which has commenced commercial palm oil production following its partnership with Pragmatic Palms Limited.
The Managing Director of UPPL, Prof. George Nwangwu, disclosed in September 2026 that the company had replanted more than 1,000 hectares of its plantations across Ibite-Olo, Umulokpa and Ugwu-Oba.
The company has also invested in processing mills and committed an additional $2.2 million towards establishing a refinery to produce refined palm oil derivatives, including olein, stearin and palm kernel oil.
Its palm oil product, branded EVOP, has also entered the Nigerian market, marking a new phase in the revival of the state’s palm production and processing industry.
The state government has described the partnership as part of its strategy to restore dormant public assets and expand agricultural investment.
SUNRISE FLOUR MILLS RETURNS TO FULL OPERATION
Another major industrial intervention is the revival of Sunrise Flour Mills in Emene, Enugu.
Through a public-private partnership and backward integration strategy, the facility has returned to operation, with the objective of strengthening local flour production, supporting agricultural value chains and reducing dependence on imported raw materials.
The revival is also expected to create opportunities for farmers, distributors, transport operators and other businesses connected to the food processing industry.
The project forms part of the administration’s wider strategy of restoring strategic industrial assets and expanding manufacturing activities within the state.
LIVESTOCK DEVELOPMENT AND ANIMAL HUSBANDRY
The government is also investing in livestock production through the Enugu State Integrated Livestock Development Centre at Ubahu.
The facility is being developed as a modern agricultural hub to support animal husbandry, ranching, meat processing and related commercial activities.
During an inspection in September 2026, the Ministry of Works and Infrastructure assessed ongoing construction activities at the centre.
The initiative is intended to strengthen domestic livestock production, improve the supply chain for animal protein and create opportunities for investment in agro-processing and related industries.
AVIATION AND CARGO INFRASTRUCTURE
In the transportation and logistics sector, the establishment of Enugu Air represents another component of the state’s investment and connectivity strategy.
The expansion of aviation services is expected to improve passenger movement, support tourism, facilitate business travel and strengthen Enugu’s attractiveness as an investment destination.
Alongside passenger aviation, the state is pursuing cargo infrastructure to improve the movement of agricultural produce, manufactured goods and other commercial products to domestic and international markets.
The proposed cargo facilities are expected to complement agricultural and industrial investments by providing additional logistics opportunities for producers, exporters and businesses.
INDUSTRIAL REVIVAL AND PRIVATE-SECTOR PARTNERSHIPS
Beyond the projects highlighted, the administration’s industrialisation agenda includes efforts to reactivate other dormant industrial assets, attract investors and strengthen the state’s manufacturing base.
The government has identified public-private partnerships as an important mechanism for mobilising capital, technical expertise and operational capacity for large-scale economic projects.
The broader objective is to position Enugu as a productive economic centre where agriculture, manufacturing, logistics, tourism and technology reinforce one another.
TOWARDS THE ₦4.4 BILLION TO $30 BILLION ECONOMIC AMBITION
The various initiatives align with Governor Mbah’s ambition to grow Enugu’s economy from approximately $4.4 billion to $30 billion within eight years.
Achieving this target will require sustained investment in productive industries, infrastructure, energy, human capital, agriculture and an enabling business environment.
While several projects have commenced operations and others remain under development, their long-term economic impact will depend on sustained implementation, production capacity, job creation, private-sector participation and measurable returns on investment.
For residents, farmers, entrepreneurs and investors, the central question remains how these investments will translate into increased economic opportunities, stronger local production and improved livelihoods across the 17 local government areas.
