Ministry of Works Confirms Completion of Primary Road Network as Construction Continues on Secondary and Tertiary Roads Across the New Urban Centre.
Enugu Media Village (EMV), the Most Updated Online News Platform — October 9, 2026.
THE Enugu State Government has announced that the primary road network at New Enugu City has been completed, while construction of secondary and tertiary roads continues towards a targeted completion date of December 2026.
The update was contained in a report by the Enugu State Ministry of Works and Infrastructure following an inspection of major ongoing infrastructure projects by Governor Dr. Peter Ndubuisi Mbah on October 5, 2026.
The New Enugu City project is a major component of the state government’s urban development programme, designed to establish a new urban centre supported by modern road networks and essential infrastructure.
According to the ministry, the completion of the primary road network represents a significant milestone, while work continues on the secondary and tertiary road systems required to improve connectivity within the developing city.
Secondary and Tertiary Roads Underway
The ongoing construction of secondary and tertiary roads is expected to provide connections between different parts of New Enugu City, improve access to development sites and support movement within the emerging urban environment.
These road networks are important to the functionality of a new city because they connect major access routes with neighbourhoods, residential developments, commercial areas and other planned facilities.
In a September 25 project update, the Ministry of Works reported that the asphalt wearing course was being laid on the primary road network, while earthworks on secondary and tertiary roads were progressing. The subsequent October 5 report stated that the primary network had been completed, with the remaining road infrastructure scheduled for completion by December 2026.
The latest update therefore points to a transition from the primary road infrastructure to the completion of supporting internal road networks.
Infrastructure Designed to Support a New Urban Centre
New Enugu City is being developed as an integrated urban centre rather than a conventional residential estate.
In a September 22 statement, Commissioner for Works and Infrastructure, Engr. Ben Osy Okoh, said the development covers approximately 10,000 hectares, with infrastructure planning extending beyond roads to include essential utility systems.
The project design incorporates underground electrical and telecommunications ducts, water infrastructure and provisions for a modern monorail system.
The integration of these systems is intended to support orderly urban development, improve the delivery of essential services and accommodate future residential and commercial activities.
The completion of the road network will be an important part of making the planned city accessible and creating the infrastructure foundation needed for further development.
Potential Economic Benefits
When completed and supported by other essential infrastructure, the road network could improve access for residents, construction firms, investors, service providers and businesses operating within the new urban centre.
Improved connectivity may also support property development, commercial activities, logistics and the movement of goods and services.
For Enugu State, the project represents an opportunity to plan urban expansion around coordinated infrastructure rather than relying solely on roads and services developed after settlements have grown.
However, the broader economic benefits will depend on the completion of supporting utilities, the pace of private-sector development, effective urban planning and the availability of essential public services.
December Deadline and Project Monitoring
The state government has set December 2026 as the target for completing the remaining road infrastructure at New Enugu City.
Meeting the deadline will require sustained construction activity, effective coordination among contractors and government agencies, and consistent attention to construction quality.
The Ministry of Works has indicated that project inspections form part of its monitoring process to assess progress, address implementation issues and ensure compliance with project specifications.
As construction continues, residents and other stakeholders will be looking for the completion of the remaining roads and the delivery of infrastructure that meets the project’s stated standards.
The December target remains a scheduled completion date; the final outcome will depend on progress on the outstanding works.
A Major Step in Enugu’s Urban Development
The completion of the primary road network marks an important stage in the development of New Enugu City, while work on the secondary and tertiary roads remains central to making the emerging urban centre fully connected.
As the state government works towards the December 2026 deadline, the focus will be on completing the outstanding infrastructure, maintaining construction standards and ensuring that the road network supports the city’s long-term development objectives.
