ENUGU State Government has secured a $200 million investment, estimated at approximately ₦300 billion, for a proposed 100-megawatt (MW) solar power programme aimed at improving electricity supply to homes, businesses and productive sectors across the state.

The investment was disclosed during a meeting between Governor of Enugu State, Dr. Peter Ndubuisi Mbah, and a delegation from Eauxwell Nigeria Limited, led by its Managing Director, Mr. Edwin Enwegbara, at the Government House, Enugu. The engagement was facilitated through the state’s Climate and Development Investment Platform (CDIP), coordinated by the Special Adviser to the Governor on Climate and Sustainable Development, Professor Chukwumerije Okereke.

The proposed project forms part of efforts to expand electricity access, attract private-sector investment and strengthen Enugu’s electricity market through renewable energy solutions.

Mbah Prioritises Affordable Electricity

Governor Mbah emphasised that the state’s objective goes beyond attracting investment, stressing that residents and businesses must ultimately benefit from reliable and affordable electricity.

The governor called for a review of the investors’ proposed tariff assumptions and financial model to ensure a balance between investors’ legitimate need to recover costs and consumers’ ability to pay for electricity.

“We want an electricity market that encourages competition and gives consumers the benefit of competitive pricing,” Mbah said.

He further maintained that affordability must remain a central consideration in the development of the state’s electricity sector, noting that electricity prices should be manageable for households and businesses while supporting the sustainability of private investment.

Government Seeks Faster Implementation

The governor also called for a shorter project implementation timeline and pledged the state government’s support in removing bureaucratic and institutional bottlenecks that could delay delivery.

The proposed 100MW programme is expected to combine distributed solar power generation with battery storage systems to provide more dependable electricity for communities and businesses.

According to the investors, the programme could support agricultural processing, small businesses and other enterprises whose operations depend on a stable power supply.

Eauxwell Managing Director, Mr. Edwin Enwegbara, acknowledged the importance of balancing investment recovery with consumer affordability. He stated that the final electricity tariff would be determined in collaboration with the relevant electricity regulators.

The project’s delivery timeline, final tariff structure and implementation arrangements remain subject to further engagement and applicable regulatory and project requirements.

CDIP Facilitates Clean-Energy Investment

The investment engagement represents a major milestone for the state’s Climate and Development Investment Platform, which was established to connect investors with government institutions, regulatory agencies and communities to facilitate climate-related and sustainable development investments.

The meeting also featured a virtual presentation by Mr. Olufemi Akinyelure, Head of the Nigeria Electrification Programme at the Rural Electrification Agency, who explained the structure and implementation processes of the Distributed Access through Renewable Energy Scale-up (DARES) programme.

Enugu’s electricity-sector reforms are aimed at building a more competitive market capable of attracting investment and expanding access to power across the state.

If successfully implemented, the proposed solar programme could help households and businesses access more dependable electricity, support local economic activities and contribute to the development of a more diversified energy supply.

However, the actual impact on electricity costs and supply will depend on project execution, regulatory arrangements, infrastructure deployment and the final tariff approved by the relevant authorities.
