ENUGU State Governor, Dr. Peter Ndubuisi Mbah, has unveiled a 25-year development plan designed to institutionalise the ongoing transformation of the state and ensure that development gains are sustained beyond the tenure of individual administrations.
The Governor disclosed the initiative during the 2026 Enugu State Global Goals Week Symposium, where he said the long-term framework would shift the state’s development approach from projects associated with individual administrations to a system anchored on strong institutions, policies, measurable outcomes and continuity.
According to the Governor, the plan is intended to provide a broad development direction within which successive administrations can operate, thereby reducing the risk of development programmes being discontinued whenever there is a change in government.
Mbah, represented at the symposium by the Secretary to the State Government, Prof. Chidiebere Onyia, said the long-term strategy would cover critical sectors including the economy, education, healthcare, infrastructure, agriculture, environment, technology and human capital development.
From Projects to Lasting Impact
The Governor emphasised that the ultimate measure of development should go beyond the number of projects executed to the actual improvements such investments deliver in the lives of citizens.
He said the administration’s approach is therefore focused on moving “from projects to programmes to systems and from outputs to outcomes,” with sustainability, maintenance, financing, staffing, technology and effective management integrated into development planning from the outset.
Mbah also stressed the importance of credible data, measurable indicators and monitoring mechanisms in determining whether government interventions are producing their intended results.
The 25-year plan is expected to provide a framework for maintaining and improving investments in areas such as the state’s Smart Green Schools, healthcare facilities, roads, agriculture, water infrastructure, technology and other critical public assets.
Aligning Enugu’s Development with the SDGs
The long-term development framework is also being linked to the United Nations Sustainable Development Goals (SDGs), with emphasis on inclusive growth, human capital development, improved access to essential services, economic opportunities and sustainable communities.
The state government says the objective is to ensure that major investments generate measurable and enduring benefits rather than remaining isolated infrastructure projects.
The announcement comes amid the administration’s broader development programme, which the state government says is aimed at positioning Enugu as a competitive destination for investment, business, tourism and living.
The development plan, when fully implemented, is expected to serve as a long-term policy and planning framework that can guide successive governments in sustaining development programmes and strengthening institutional capacity across the state.
