JUST IN! Enugu’s ₦32 Billion Gratuity Plan: Retirees Await Payment Updates.

Government Approves ₦32 Billion to Clear Legacy Arrears, with Initial ₦10 Billion Tranche Announced as Retirees Seek Clarity on Disbursement.

Enugu Media Village (EMV), the Most Updated Online News Platform — October 26, 2026.

THE ENUGU State Government has approved approximately ₦32 billion to settle outstanding legacy gratuities owed to retired state workers, raising expectations among retirees awaiting their long-standing entitlements.

The Secretary to the State Government (SSG), Prof. Chidiebere Onyia, announced the approval on October 16, 2026, following a State Executive Council meeting at the Government House in Enugu. He disclosed that an initial ₦10 billion tranche was scheduled for release from the following week to commence payments.

However, as of October 26, the available reports reviewed do not independently confirm that the initial ₦10 billion has been disbursed to beneficiaries. The announcement of an approved payment plan should therefore be distinguished from confirmation that retirees have started receiving their gratuities.

GOVERNMENT OUTLINES PLAN TO CLEAR LEGACY ARREARS

According to Onyia, the approved funds form part of the administration’s plan to clear inherited gratuity liabilities before the end of Governor Peter Ndubuisi Mbah’s first tenure.

He explained that provisions for settling the outstanding obligations had been made in the state’s 2026 budget, which was approved by the Enugu State House of Assembly.

The government also undertook a verification exercise to establish the actual liabilities owed to eligible retirees, with records dating back to 2000 reviewed as part of the process.

The verification was intended to establish the amount owed, confirm eligible beneficiaries and reduce the risk of fraudulent claims. The SSG also stated that retirees with concerns about their verification outcomes could submit complaints for further review.

WHAT THE ₦10 BILLION INITIAL TRANCHE MEANS

The proposed initial ₦10 billion payment represents the first stage of the state’s plan to address the verified gratuity backlog of approximately ₦32 billion.

According to the government’s announcement, further tranches would follow until the verified liabilities were cleared.

For retirees, the key issues now include confirmation of the release of the initial funds, the commencement of payments to eligible beneficiaries, the criteria for prioritising payments and the schedule for settling the remaining balance.

Until an official disbursement update or verifiable evidence of payments becomes available, the ₦10 billion should be described as an announced initial tranche rather than a confirmed payment to retirees.

LOCAL GOVERNMENT RETIREES ALSO AWAIT RELIEF

The gratuity issue extends beyond retired state civil servants to former local government employees whose entitlements have also accumulated over the years.

On October 19, 2026, the Enugu State chapter of the Association of Local Governments of Nigeria (ALGON) announced plans for local councils to dedicate 10 per cent of their monthly allocations towards clearing outstanding gratuity arrears owed to retired council workers.

The announcement was made by ALGON’s state chapter Deputy Chairman, Ferdinand Ukwueze, following a meeting of the Enugu State Economic Planning Commission chaired by Governor Mbah.

The proposed arrangement is intended to provide a funding mechanism for settling local government gratuity obligations. However, the announcement of this plan should not be taken as confirmation that payments have already reached local government retirees.

ACCOUNTABILITY AND THE WAY FORWARD

The payment of outstanding gratuities remains an important labour and public finance issue because retirement benefits represent entitlements earned through years of service.

For many retirees, delayed gratuities can create financial difficulties, particularly when meeting healthcare expenses, supporting family members and adjusting to life after active service.

The government’s approval of the ₦32 billion package provides a stated framework for addressing the verified legacy liabilities. The next important milestones are confirmation of fund releases, publication of payment schedules, transparent identification of beneficiaries and regular updates on the amount paid and the outstanding balance.

Clear communication from the relevant government authorities would help retirees understand when they may expect payment and how to resolve any outstanding verification issues.

As the process unfolds, Enugu Media Village will continue to monitor official announcements and credible reports on the implementation of the state government’s gratuity plan.
