Security & Public Affairs: CP Mamman Bitrus Giwa Demands Professional Conduct, Improved Supervision and Respect for Citizens Ahead of 2027 Elections.
Enugu Media Village (EMV), the Most Updated Online News Platform — 22 October 2026.
THE COMMISSIONER of Police in Enugu State, CP Mamman Bitrus Giwa, has warned senior and supervisory police officers against extortion, unprofessional conduct and the degrading treatment of citizens, while directing stronger security arrangements for political activities ahead of the 2027 general elections.
The directives were issued on Wednesday, 21 October 2026, during an emergency conference with senior officers at the Senior Police Officers’ Mess along Agbani Road, Enugu. The meeting followed directives from the Inspector-General of Police, IGP Olatunji Rilwan Disu, at a strategic conference held on 20 October 2026.
Zero Tolerance for Extortion and Police Misconduct
CP Giwa stressed that effective policing must be grounded in professionalism, respect for human rights and strict compliance with the law.
He charged senior officers to take responsibility for the conduct of personnel under their supervision, warning that officers found engaging in misconduct would face appropriate consequences.
The directive places renewed emphasis on accountability within the police command and the responsibility of supervisory officers to ensure that personnel perform their duties in accordance with established professional standards.
For residents, the message reinforces the importance of lawful policing, respectful treatment at checkpoints and police stations, and the rejection of demands for unofficial payments.
Stronger Security for Political Activities Ahead of 2027
With political activities expected to intensify ahead of the 2027 general elections, the commissioner also directed officers to strengthen security management for political gatherings and election-related events across Enugu State.
The objective is to improve operational preparedness, prevent security breaches and protect citizens participating in lawful political activities.
The police leadership has emphasised professionalism and effective management of political activities as essential elements of election security. These responsibilities require adequate planning, intelligence gathering, effective deployment of personnel and prompt responses to emerging threats.
Political Neutrality and Protection of Citizens
The police command’s responsibilities during the electioneering period extend to protecting citizens regardless of their political affiliations.
Political parties, candidates, supporters and members of the public have a shared interest in peaceful political participation, while law-enforcement personnel are expected to remain impartial and enforce the law fairly.
Security arrangements should therefore protect lawful meetings, campaigns and rallies without discrimination, intimidation or unnecessary interference with citizens’ rights.
The commissioner’s warning also serves as a reminder that public confidence in law enforcement depends on officers demonstrating integrity, restraint, accountability and respect for the people they serve.
Public Expectations and Accountability
As Enugu State approaches the 2027 elections, residents will expect the police to translate these directives into practical improvements in public safety, the handling of complaints, the prevention of extortion and the protection of political gatherings.
The effectiveness of the measures will ultimately be reflected in officers’ conduct, the responsiveness of police formations and the ability of citizens to participate in lawful political activities without fear of violence or intimidation.
EMV’s Position: Professional policing, equal protection under the law and accountable security operations are important to public trust and peaceful democratic participation. Residents are encouraged to report suspected police misconduct through appropriate official channels and provide relevant evidence to support investigations.
