From security and rural roads to education, youth empowerment, social welfare and community infrastructure, the Uzo-Uwani Council Chairman’s administration has pursued a broad-based development agenda since assuming office in 2024.

Democracy is ultimately measured not by political promises or rhetoric, but by the extent to which governance delivers tangible improvements in the lives of citizens. In Uzo-Uwani Local Government Area of Enugu State, the administration of Hon. Barr. Chijioke Ezugwu, since assuming office in 2024, has pursued a broad-based development agenda focused on security, infrastructure, education, human capital development, rural connectivity, social welfare and inclusive governance.
Across the Local Government Area, the administration has implemented and supported projects and programmes aimed at strengthening security, improving public infrastructure, expanding opportunities for young people, enhancing community welfare and creating an environment conducive to economic activity.
Strengthening Security and Peace
Security has remained a major pillar of the administration’s development strategy, based on the understanding that sustainable economic and social development requires a peaceful and secure environment.
Among the measures attributed to the administration are the recruitment of more than 380 Neighborhood Watch personnel across the 16 political wards, accompanied by an upward review of their monthly remuneration.
The administration has also procured security and patrol equipment, including seven Sienna patrol vehicles, a gun truck, 25 motorcycles, three power bikes and modern communication and security gadgets.
In addition, strategic road corridors have been cleared, graded and widened to facilitate security patrols and improve emergency response. These include the Ozzi–Edem–Nrobo–Ezikolo–Abbi–Nimbo Road, covering approximately 40 kilometres; the Nkpologu–Uvuru–Ukpata–Adaba–Nkume–Umulokpa Road; the Obimo–Nkpologu–Ukpabi–Nimbo–Opanda–Adani Road, covering approximately 44 kilometres; and the Akpugo–Nkpunato Community Road.
The administration also facilitated the recruitment and inauguration of a Farm Protection Squad in communities including Ekwuru Nimbo, Abbi and Akiyi Umulokpa, with the objective of protecting farmers, farmlands and forest resources.
Another notable intervention was the comprehensive renovation of the Police Station at Camp Nkpologu, which included the installation of 100 solar-powered streetlights, construction of paved walkways, additional building blocks, improved borehole facilities and upgraded welfare infrastructure for police personnel.
The administration further supported the establishment of an NSCDC base at Opanda by providing, renovating and upgrading accommodation for security officers. Plans have also been approved for the construction of a modern Command and Control Centre along the Uvuru–Ukpata Road to strengthen coordinated security operations.
Expanding Road Infrastructure and Rural Connectivity
Improving rural roads and connectivity has been another major area of intervention.
Key projects include the construction and asphalting of the 3-kilometre Orie Nkpologu–Amidi Amabanyi–Umuanogo Road, as well as the Ugbene Ajima–Eziani Road, which provides a strategic link between Uzo-Uwani and Nsukka Local Government Areas.
Other interventions include the construction of a new culvert at Ojjor Community, rehabilitation of the bridge serving Ogurugu Community, and the grading and clearing of the approximately 11-kilometre Nkpologu–Akpugo-Ezedike rural access road.
The administration also undertook regrading of the Uvuru–Ukpata–Adaba–Nkume–Umulokpa Road, particularly to improve accessibility during the festive period.
These interventions are expected to improve the movement of people and agricultural produce while strengthening connections between rural communities and major commercial centres.
Transforming the Local Government Secretariat
Within the Council Secretariat, the administration has embarked on projects designed to improve the working environment for public servants and strengthen the institutional infrastructure of local governance.
Projects include the construction of the Governor Peter Ndubuisi Mbah Administrative Block, renovation and modernization of the Council Administrative Block, renovation of the Legislative Building, reconstruction and modernization of the Council Hall, and renovation of the Chairman’s Lodge into a modern facility.
Promoting Local Economic Development
As part of efforts to stimulate commercial activity, the administration has undertaken the construction of an ultra-modern market complex at Ejona, Nkpologu.
The project is positioned as an intervention aimed at providing a more organised environment for traders while supporting local commerce and economic activity.
Expanding Access to Water and Electricity
Access to basic utilities has also featured prominently in the administration’s development programme.
The administration has facilitated the construction of 16 boreholes across the 16 Smart Schools in Uzo-Uwani, alongside additional ultra-modern boreholes in communities including Amidi-Nkpologu, Opanda-Nimbo, Amidi Village, Uvuru, Nrobo, Ukpabi-Nimbo, Isiyi Abbi and Amoba Village in Abbi Ancient Kingdom.
In the electricity sector, 300KVA transformers have been procured for Ajona-Ogbo/Ugwuechera, Ukpata, Nrobo and Owere Nimbo.
Financial assistance was also provided to support the restoration of electricity supply to Uvuru Community, while more than 200 solar-powered streetlights were installed along the Amaoshebe Village–Ogba Nkpologu axis and within Amidi Village.
Investing in Education and Human Capital
Recognising education and skills development as critical components of long-term development, the Ezugwu administration has also focused on human capital investment.
Among the reported interventions is the reconstruction of the Adada Secondary School Annex and its relocation closer to the host community.
The administration has also awarded scholarships to more than 1,000 secondary school students, in addition to providing scholarship support to a medical student admitted to the University of Nigeria, Nsukka.
Beyond formal education, more than 1,000 youths have reportedly benefited from skills acquisition and entrepreneurship programmes designed to enhance their capacity for self-employment and economic participation.
The administration also procured an 18-seater bus for health workers, aimed at supporting mobility and improving healthcare service delivery.
Supporting Community Development
Community-level infrastructure has remained a significant component of the administration’s grassroots development strategy.
Among the projects are the construction of community town halls in Amidi Village, Uwenu Village and Amaokpo Village, as well as the construction of a bungalow for vulnerable residents.
Additional interventions have included culvert construction and rural road rehabilitation across several communities.
Social Welfare and Christmas Interventions
The administration has also implemented welfare interventions targeted at vulnerable groups and community stakeholders, particularly during the Christmas season.
In 2024, the intervention programme included the distribution of 6,000 bags of rice, cash gifts, cows and other relief materials to beneficiaries comprising widows, indigent residents, traditional rulers, councillors, community leaders, stakeholders and party members.
The 2025 Christmas intervention was expanded to include 10,000 bags of rice in 50kg, 25kg and 10kg sizes, alongside cows and other relief materials.
Beneficiaries reportedly included widows, women, teachers, local government workers, traditional rulers, councillors, community leaders, stakeholders and party members.
Peace Building and Conflict Resolution
Beyond physical infrastructure, the administration has also been involved in efforts to promote peace and resolve community disputes.
Interventions have included the mediation of the Umuoyo dispute in Nrobo Ancient Kingdom, the leadership crisis in Ugwu Ugbene-Ajima, the long-standing conflict in Akpugo Community, and the boundary dispute between Igga and Asaba Communities.
These interventions have sought to strengthen peaceful coexistence, community stability and social cohesion across Uzo-Uwani.
Promoting Youth Engagement Through Sports
Sports development has also featured in the administration’s youth engagement initiatives.
The administration hosted the Governor Peter Ndubuisi Mbah Football Tournament across the four Development Centres and supported community football competitions in places including Uvuru and Nkpologu, among other communities.
The initiatives provide opportunities for youth participation while using sports as a platform for community engagement and social cohesion.
A Broad-Based Approach to Grassroots Governance
The projects and programmes attributed to the administration of Hon. Barr. Chijioke Ezugwu point to a development strategy that extends beyond individual infrastructure projects to encompass security, education, economic empowerment, social welfare, utilities, community development and peace building.
For Uzo-Uwani, the significance of these interventions lies not only in the number of projects executed, but also in their geographic spread across communities and their focus on areas directly connected to everyday life.
From roads and security infrastructure to scholarships, skills acquisition, water, electricity and social welfare, the administration’s agenda reflects an emphasis on addressing both immediate community needs and longer-term development priorities.
As Uzo-Uwani continues to pursue growth and improved service delivery, the Ezugwu administration’s record since 2024 provides a basis for assessing the impact of grassroots leadership through measurable interventions and community-focused governance.
For Enugu Media Village, the broader story of Uzo-Uwani is one of a Local Government Area seeking to translate local leadership into practical development—through stronger security, improved infrastructure, investment in people and a sustained emphasis on inclusive community development.
