ENUGU State is steadily advancing its ambition of becoming a $30 billion economy, with the administration of Governor Dr. Peter Ndubuisi Mbah pursuing an integrated development strategy anchored on infrastructure, investment, agriculture, technology, human capital and private-sector participation.
When Governor Mbah assumed office in May 2023, his administration set an ambitious target of growing the state’s economy from about $4.4 billion to $30 billion within four to eight years, while positioning Enugu as a preferred destination for investment, business, tourism and living.
The economic vision is not being pursued as a single-sector programme. Rather, it is built around creating the infrastructure and business environment required to attract investors, expand productive activities, create employment and increase opportunities for residents.
Infrastructure as Foundation for Economic Growth
A major component of the strategy is the expansion and modernisation of infrastructure across the state.
The administration has continued to invest heavily in roads and urban infrastructure, with major corridors being constructed, rehabilitated or dualised to improve connectivity between communities, markets and economic centres.
The state’s 2026 budget also places significant emphasis on capital expenditure, with 80 per cent of the proposed ₦1.617 trillion budget allocated to capital expenditure, reflecting the administration’s focus on infrastructure and development projects.
The New Enugu Smart City is another major component of the economic strategy, designed to create a modern environment for residential, commercial and investment activities while providing a potential new revenue stream for the state.
Agriculture Moving from Subsistence to Commercial Enterprise
Agriculture remains central to the economic transformation agenda.
Governor Mbah has repeatedly identified agriculture as one of the sectors capable of generating significant employment, reducing poverty and expanding Enugu’s productive base.
In July 2026, the state government commenced the distribution of fertilisers and other agricultural inputs to 63,000 registered smallholder farmers, describing the intervention as part of its strategy to transform agriculture into a major business sector.
The administration has also placed emphasis on large-scale agricultural production, farm estates, mechanisation, processing and value addition.
The objective is to move farmers beyond subsistence production toward commercially viable agriculture capable of supporting food security, industrialisation, exports and job creation.
Technology, MSMEs and Innovation
Another pillar of the $30 billion ambition is the development of Enugu’s digital economy and entrepreneurial ecosystem.
The Enugu State Government says its economic strategy includes supporting technology innovation, MSMEs and startups, with the objective of creating an environment where businesses can grow, attract investment and generate employment.
The administration’s broader productivity strategy also identifies sectors including ICT, creative industries, tourism and hospitality, energy and mineral resources, agriculture and agro-allied industrialisation, transportation and logistics as important areas for economic expansion.
Investment as a Key Driver
At the heart of the strategy is the conviction that government cannot build a $30 billion economy alone.
The administration’s economic model therefore seeks to use public infrastructure and reforms to create an environment capable of attracting private capital, industries and businesses.
Improved transportation, land administration, infrastructure, security, healthcare, education and digital systems are expected to strengthen Enugu’s competitiveness and make the state more attractive to investors.
The ultimate objective is to create a cycle in which infrastructure attracts investment, investment creates businesses and jobs, businesses expand the tax base, and increased economic activity improves the quality of life of citizens.
From Projects to Economic Impact
Recent milestones highlighted by the administration reinforce the scale of its development programme.
On September 9, Governor Mbah unveiled a compendium documenting more than 10,000 milestones across roads, education, healthcare, transportation and reforms, describing the achievements as part of the journey toward a more prosperous Enugu.
The administration has also acknowledged that some projects and reforms remain ongoing, reflecting the scale of the transformation programme and the long-term nature of the economic objective.
For Enugu, the central question is increasingly shifting from whether the state has an economic vision to how effectively the various investments, reforms and projects can translate into sustained productivity, employment, private-sector growth and improved living standards.
A New Economic Identity for Enugu
The $30 billion target represents more than a numerical economic projection. It is also a statement of ambition about the future identity of Enugu.
The administration’s stated vision is to move the state from an economy heavily dependent on traditional activities toward one driven by productive enterprise, industrialisation, technology, agriculture, tourism, infrastructure and investment.
If sustained and successfully implemented, the strategy could strengthen Enugu’s position as an economic hub in the South-East and create new opportunities for businesses, entrepreneurs, professionals, farmers and young people.
