Governor Says Long-Term Development Framework Will Move Enugu Beyond Projects to Sustainable Institutional Growth.

ENUGU State Governor, Dr. Peter Ndubuisi Mbah, has unveiled a 25-year development plan aimed at institutionalising the state’s ongoing transformation and ensuring that the gains recorded under his administration are sustained beyond individual political administrations.
Governor Mbah disclosed the long-term development vision through the Secretary to the State Government, Prof. Chidiebere Onyia, who represented him at the 2026 Enugu State Global Goals Week Symposium held at the International Conference Centre, Enugu.
The Governor said the proposed 25-year development framework was designed to provide a clear and enduring roadmap for the state’s growth, with emphasis on strong institutions, sustainable economic development, human capital investment, improved public services and measurable development outcomes.
According to him, Enugu’s development strategy is gradually shifting from a focus solely on the delivery of physical projects to the creation of institutions, systems and policies capable of sustaining development and improving the quality of life of citizens over the long term.
Mbah explained that the framework would help guide successive investments and development decisions while strengthening institutional capacity and expanding economic opportunities for present and future generations.
He noted that the administration’s interventions are already aligned with the Sustainable Development Goals (SDGs), with major programmes reaching communities across the state’s 260 electoral wards.
Among the interventions highlighted are the Smart Green Schools, Type-2 Primary Healthcare Centres and other investments in infrastructure, education, healthcare, transportation, agriculture, security, skills development and economic expansion.
The Governor maintained that sustainable development requires more than the completion of projects, stressing the importance of building systems that can preserve, maintain and continuously improve public infrastructure and services.
Nweke: Strong Institutions Critical to Sustaining Transformation
The keynote speaker at the symposium and former Minister of Information, Frank Nweke Jnr., commended the scale of infrastructure and human development investments being undertaken by the Mbah administration.
Nweke cited the construction and rehabilitation of more than 1,500 kilometres of roads, over 7,000 classrooms, as well as the development of 260 Type-2 Primary Healthcare Centres across the state.
While acknowledging the significance of the investments, the former minister stressed that the sustainability of the transformation would depend on the strength of the institutions established to manage and preserve the assets and programmes.
He identified improved revenue mobilisation, effective maintenance of public infrastructure, measurable outcomes, accountability and institutional continuity as essential components of sustainable development.
“Projects can transform places, but strong institutions are necessary to ensure that the transformation endures,” Nweke said.
The symposium formed part of activities marking Enugu State Global Goals Week, bringing together government officials, development stakeholders, experts and other participants to examine the state’s progress towards the SDGs and discuss strategies for accelerating inclusive and sustainable development.
The discussions also underscored the need for long-term planning that transcends political cycles and places citizens at the centre of development policies.
With the proposed 25-year framework, the Enugu State Government is positioning long-term planning, institutional development and sustainable investment as key pillars of its development strategy, with the stated objective of ensuring that current interventions translate into lasting economic and social benefits for future generations.
