ENUGU State Government has secured a $200 million investment, estimated at approximately ₦300 billion, for a proposed 100-megawatt (MW) solar power programme aimed at improving electricity supply and expanding access to more reliable and affordable energy across the state.

The investment was announced following a meeting between Governor Peter Ndubuisi Mbah and a delegation from Eauxwell Nigeria Limited, led by its Managing Director, Mr. Edwin Enwegbara, at the Government House, Enugu, on Thursday, October 8, 2026.

According to the state government, the investment engagement was facilitated through its Climate and Development Investment Platform (CDIP), coordinated by the Special Adviser to the Governor on Climate and Sustainable Development, Prof. Chukwumerije Okereke.

The proposed project is expected to deploy distributed solar power generation supported by battery storage systems to provide more dependable electricity for households, businesses, agricultural processors and other productive enterprises.

Mbah Prioritises Affordable Electricity

Governor Mbah emphasised that the state’s objective extends beyond attracting investment, stressing that the project must deliver tangible benefits to residents and businesses through improved electricity supply and competitive tariffs.

The governor called for a review of the tariff assumptions and financial model presented by the investors to ensure a balance between investors’ need to recover their costs and consumers’ ability to pay for electricity.

He reiterated the administration’s commitment to developing a competitive electricity market that attracts private investment while protecting consumers from unaffordable energy costs.

Mbah also urged the investors to shorten the proposed implementation timeline and pledged the state government’s support in removing bureaucratic and institutional obstacles that could delay the project’s delivery.

Solar Power to Support Businesses and Economic Growth

The proposed 100MW programme is expected to contribute to Enugu’s broader electricity-sector reforms by expanding the role of renewable energy in meeting the state’s growing power needs.

Reliable electricity is particularly important for small and medium-sized enterprises, manufacturing businesses, agricultural processing facilities and other commercial activities that depend on consistent energy to operate efficiently.

For businesses, improved power availability could help reduce reliance on petrol and diesel generators, manage operating expenses and improve productivity. However, the extent of these benefits will depend on the project’s implementation, electricity distribution arrangements and the final tariffs approved by the relevant regulators.

Speaking during the meeting, Enwegbara acknowledged the importance of balancing the investors’ financial requirements with consumers’ need for affordable electricity. He stated that the final tariff would be determined in collaboration with the relevant electricity regulators.

The Head of the Nigeria Electrification Programme at the Rural Electrification Agency, Mr. Olufemi Akinyelure, also joined the meeting virtually to explain the structure, objectives and implementation processes of the Distributed Access through Renewable Energy Scale-Up (DARES) programme.

A New Phase for Enugu’s Electricity Market

The investment comes as Enugu State continues efforts to strengthen its electricity market and attract private-sector participation in power generation and supply.

The state government’s Climate and Development Investment Platform is designed to connect investors with relevant government institutions, regulatory agencies and host communities to facilitate development investments.

The government described the solar investment as the first major investment breakthrough facilitated through the platform.

Key officials at the meeting included the Secretary to the State Government, Prof. Chidiebere Onyia, who chairs the CDIP Steering Committee; the Attorney-General and Commissioner for Justice, Barr. Osinachi Nnajieze; the Commissioner for Environment and Climate Change, Prof. Sam Ugwu; and the Commissioner for Trade and Investment, Dr. Sam Ogbu-Nwobodo.

Other participants included the Commissioner for Lands, Barr. Chimaobi Okorie; the Special Advisers on Project Delivery and Power, Ozurumba Afigbo and Joe Aneke; and the Chairman of the Enugu State Electricity Regulatory Commission, Mr. Chijioke Okonkwo.

What Residents Should Expect

If successfully implemented, the project could expand electricity supply, support commercial activities and strengthen the state’s transition towards cleaner energy sources.

However, important details, including the project’s implementation schedule, specific beneficiary communities, financing arrangements and final electricity tariffs, remain to be clarified publicly.

The critical measure of success will be whether the investment translates into reliable power, affordable tariffs and measurable improvements in the daily lives of residents and the operating conditions of businesses across Enugu State.

The development forms part of the state’s broader effort to build an economy capable of attracting investment, expanding productive activities and supporting sustainable growth.
