Chima Obieze Says More Public Engagement Is Needed to Clarify Objectives of Proposed Crowd Control Legislation.
Enugu Media Village (EMV), the Most Updated Online News Platform — October 9, 2026.
THE member representing Ezeagu Constituency in the Enugu State House of Assembly, Rt. Hon. Barr. Chima Obieze, has withdrawn his proposed Crowd Control and Public Safety Bill following public concerns and criticism, saying the decision will allow for wider consultation and better public understanding of the proposed legislation.
Obieze announced the withdrawal in a statement issued on Thursday, October 8, explaining that the proposal was introduced in good faith to protect lives and prevent avoidable deaths during large public gatherings.
The lawmaker said the decision was intended to create room for further engagement with residents and relevant stakeholders before any further legislative action on the matter.
Lawmaker Explains Purpose of the Proposed Bill
According to Obieze, the proposed legislation was conceived to strengthen safety arrangements at events that attract large crowds, rather than restrict lawful public gatherings or impose unnecessary burdens on residents.
He cited previous stampedes and crowd-related tragedies in different parts of Nigeria as reasons for considering measures to improve public safety.
The lawmaker said proper crowd management, emergency medical preparedness, security arrangements and clearly defined entry and exit routes were essential to reducing the risk of avoidable deaths at public events.
He explained that the proposed bill was intended to address safety concerns at gatherings such as concerts, religious programmes, carnivals, political events and charitable distributions.
Among the measures he said the proposal sought to promote were first-aid services, fire extinguishers, crowd-control barricades, emergency exits and adequate security personnel.
Public Concerns Prompt Further Engagement
The withdrawal follows public reactions to the proposed legislation, with concerns raised about its possible implications and the need for adequate consultation.
On October 7, the Forum of Former Members of the Enugu State House of Assembly also called for the withdrawal of the proposed legislation, citing concerns about provisions they believed could affect constitutional freedoms, including peaceful assembly and movement.
The former lawmakers acknowledged the stated objective of preventing stampedes but urged further consideration of the proposal and its possible impact on residents.
Against this background, Obieze said legislation must be properly understood by the citizens it is intended to serve.
He explained that lawmakers have a responsibility to communicate the purpose of proposed laws clearly and engage the public when concerns emerge.
The withdrawal, therefore, provides an opportunity for broader discussions about how public safety can be improved while addressing residents’ concerns over the proposed regulatory framework.
What Happens Next?
Obieze said he would formally communicate the withdrawal to the Speaker of the Enugu State House of Assembly and engage stakeholders on public safety at large gatherings.
He also thanked residents, civil society groups and other stakeholders who contributed to the debate, acknowledging that public feedback is part of the democratic process.
As of the announcement reported on October 8, the lawmaker had indicated that further consultations and public enlightenment would be pursued. No specific timetable for renewed legislative action was stated in the reports reviewed.
The withdrawal does not, in itself, resolve the wider question of how best to prevent crowd-related emergencies. It instead opens room for further discussion on practical safety standards, emergency preparedness and the responsibilities of event organisers and relevant authorities.
For Enugu residents, the development highlights the importance of public participation in lawmaking and the need to balance efforts to protect lives with the rights and concerns of citizens.
Enugu Media Village (EMV) will continue to monitor developments surrounding the proposed legislation and provide verified updates as further information becomes available.
