ENUGU State Government has unveiled a new long-term development direction that seeks to move the state beyond the delivery of individual projects to the creation of strong institutions, sustainable systems and measurable improvements in the lives of citizens.

The strategy, anchored on the administration of Governor Dr. Peter Ndubuisi Mbah’s transformation agenda, is being strengthened through the development of a 25-year development plan designed to sustain the state’s growth and development beyond the tenure of any single administration.

Governor Mbah, represented by the Secretary to the State Government, Prof. Chidiebere Onyia, stated this at the 2026 Enugu State Global Goals Week Symposium held at the International Conference Centre, Enugu, with the theme: “From Projects to Lasting Impact: Sustaining Enugu State’s Development Transformation.”

From Projects to Systems

According to the Governor, the objective is no longer simply to construct infrastructure, but to establish the institutional and operational systems required to ensure that such investments continue to deliver value over the long term.

Mbah explained that the proposed 25-year framework would provide a broader vision within which successive administrations could operate, ensuring continuity in development policies and programmes rather than restarting the development process whenever there is a change in government.

The plan is expected to guide long-term interventions across key sectors, including education, healthcare, infrastructure, agriculture, environment, technology, human capital development and the economy.

Measuring Impact, Not Just Projects

The administration is also placing greater emphasis on measurable outcomes, credible data and monitoring mechanisms to determine the actual impact of public investments.

Under the new approach, projects such as schools, healthcare facilities and roads are viewed as components of a wider development system. Their sustainability will depend on factors including adequate staffing, maintenance, financing, technology and effective management.

The Governor noted that roads, for instance, should not be regarded merely as physical infrastructure, but as economic corridors capable of connecting communities, improving access to markets and creating opportunities for residents.

Development Beyond Political Cycles

The 25-year plan is intended to provide continuity by embedding development priorities within institutions, policies and systems capable of surviving political transitions.

The government says this approach will help protect development gains, strengthen institutional capacity and ensure that major public investments continue to serve residents and future generations.

The strategy is also being aligned with the United Nations Sustainable Development Goals (SDGs), with emphasis on inclusive development, improved public services, human capital development, economic opportunities and sustainable communities.

Building a Sustainable Enugu

The new direction reflects the administration’s broader ambition of positioning Enugu as a competitive destination for investment, business, tourism and living, while ensuring that economic growth translates into improved quality of life for residents.

As the 25-year development framework takes shape, the state government is expected to continue strengthening digital governance, data-driven planning, accountability mechanisms and institutional capacity to support the long-term sustainability of its development programmes.

The overarching message from the Global Goals Week Symposium is clear: the measure of development is not only what government builds today, but whether those investments continue to improve lives, expand opportunities and strengthen communities for generations to come.
