The Enugu State Government has announced plans to develop a 25-year development plan aimed at providing a long-term framework for sustainable economic growth, infrastructure development and improved public service delivery across the state.

The initiative, announced during the 2026 Global Goals Week Symposium in Enugu, is designed to strengthen continuity in governance by ensuring that development programmes, policies and investments are guided by enduring institutions and long-term objectives rather than being limited to the tenure of individual administrations.

Governor Peter Mbah, represented at the event by the Secretary to the State Government, Prof. Chidiebere Onyia, said the proposed framework would provide a strategic direction for successive administrations while helping to preserve development gains and sustain investments across critical sectors.

The plan is expected to cover key areas including infrastructure, education, healthcare, agriculture, human capital development, technology, environmental sustainability, investment and economic growth.

Building Institutions for Sustainable Development

The state government said the long-term framework would place greater emphasis on institutional capacity, measurable targets, credible data and effective monitoring mechanisms.

According to the administration, sustainable development requires more than the construction of physical infrastructure. Public facilities must be properly equipped, staffed, maintained and supported by effective systems to ensure that they continue to deliver value to citizens over time.

Governor Mbah also highlighted the importance of viewing infrastructure as an enabler of economic activity. Roads, for instance, can serve as economic corridors by connecting communities, businesses, farmers and markets, thereby supporting production, commerce and employment.

The administration said digital governance and data-driven planning would also form part of the broader strategy for improving transparency, accountability and the measurement of development outcomes.

UNICEF Emphasises Lasting Impact

The UNICEF Chief, Enugu Field Office, Juliet Chiluwe, also stressed the importance of ensuring that development projects translate into lasting improvements in the lives of citizens.

She highlighted sustained investment in areas such as education, healthcare, nutrition, water and sanitation, social protection and child protection, noting that infrastructure alone cannot guarantee sustainable outcomes without adequate personnel, financing, equipment and effective management systems.

The proposed 25-year framework comes against the backdrop of ongoing infrastructure and development projects across Enugu State.

The state’s official Project Monitoring and Accountability Platform currently lists 341 government projects, comprising 111 completed projects and 230 projects classified as on track or active.

The long-term development plan is therefore expected to provide a broader framework for sustaining existing investments while guiding future administrations and stakeholders in determining development priorities for the state.

If effectively institutionalised, the framework would represent an effort to place Enugu’s development agenda on a longer planning horizon, with emphasis on continuity, measurable outcomes, institutional stability and sustainable impact.
