Technology-Driven Surveillance, Intelligence Sharing and Regional Cooperation Could Transform Security Across the South-East.

ENUGU State’s Command-and-Control Centre is emerging as a significant example of how technology, intelligence gathering and coordinated security operations can be deployed to strengthen public safety and crime prevention across the South-East.
The facility, established by the administration of Governor Peter Ndubuisi Mbah, has attracted considerable attention as part of the state’s broader efforts to modernise its security architecture and provide security agencies with timely information for effective response to emerging threats.
While questions had previously been raised in some quarters about the scope and effectiveness of the facility, an inspection of the centre provides a clearer picture of the technological infrastructure supporting its operations.
During a recent tour organised for members of the Correspondents’ Chapel of the Nigeria Union of Journalists (NUJ), Enugu State Council, journalists were given an opportunity to observe the facility and some of the systems deployed to support security monitoring across the state.
The centre is equipped with sophisticated surveillance and monitoring technology capable of providing security personnel with information from different locations. Its systems can monitor roads and streets, track movements and provide real-time intelligence that may assist security agencies in preventing and investigating criminal activities.
The technology can also identify traffic violations and capture images of vehicles and individuals within monitored areas, potentially providing useful information for investigations.
The surveillance infrastructure is complemented by security patrol vehicles and other formations positioned at strategic locations. Information obtained from field operations can be transmitted to the command centre, enabling personnel to develop a broader understanding of security situations across different areas.
Another important component is the deployment of surveillance drones, which provide aerial intelligence and extend the monitoring capabilities of the security architecture.
Beyond Enugu: The Case for Regional Security Integration
The most significant question arising from the Enugu experience is whether a similar model can be expanded beyond the boundaries of the state.
The five South-East states — Enugu, Anambra, Ebonyi, Abia and Imo — are interconnected by highways, economic corridors, forests, communities and commercial activities. Criminal elements can exploit these connections by moving from one jurisdiction to another, making isolated security operations less effective.
A regional approach could therefore provide a stronger response.
Rather than replacing existing state or federal security structures, an integrated South-East surveillance and command system could strengthen cooperation among them through real-time intelligence sharing and coordinated operations.
Such an arrangement could link surveillance cameras, drones, vehicle-recognition systems, emergency-response platforms and secure communication networks across the five states.
With effective coordination, security agencies could respond more rapidly to distress calls, monitor major highways, identify suspicious movements and improve the investigation of crimes committed across state boundaries.
Security and Agricultural Development
Improved security could also have a direct impact on agriculture and rural economic activity.
Insecurity has discouraged some farmers from travelling to distant farms, particularly in areas perceived as vulnerable to kidnapping and other violent crimes. A stronger surveillance and rapid-response system could restore confidence among farmers and encourage greater access to agricultural land.
A safer rural environment would potentially increase food production, reduce displacement and stimulate economic activities within rural communities.
This makes security not only a law-enforcement responsibility but also an important component of economic development.
A Model Worth National Consideration
The experience in Enugu also demonstrates how state-level innovation can complement the work of federal security agencies.
The Federal Government could support states and regions seeking to establish modern command-and-control facilities through targeted interventions, accessible financing mechanisms and public-private partnerships.
Such systems could complement the operations of the Nigerian Army, Nigeria Police Force, Department of State Services, Nigeria Security and Civil Defence Corps and other relevant agencies by providing commanders and field personnel with improved situational awareness.
However, technology cannot independently eliminate insecurity.
For command centres to remain effective, they require reliable electricity, robust communication networks, properly trained personnel, regular maintenance, adequate funding and strong coordination among security agencies.
There must also be appropriate safeguards to ensure that surveillance technologies are deployed responsibly, particularly in relation to privacy, data protection, public safety and lawful investigations.
South-East Governors Have an Opportunity
The Enugu model presents an opportunity for the South-East governors to explore a coordinated regional security strategy.
A South-East Command-and-Control and Intelligence Network, jointly supported by the five states and integrated with federal security agencies, could strengthen the region’s capacity to monitor major transportation corridors, protect communities, safeguard farms and improve intelligence-led operations.
For a region pursuing industrialisation, investment, job creation and economic expansion, security is fundamental.
The lesson from Enugu is therefore clear: when modern technology is combined with political commitment, professional security operations and inter-state cooperation, the South-East can develop a more responsive security architecture capable of addressing the realities of modern criminality.
